hesitation/lack of power 200 1989

I have an '89 240 automatic that has drivability issues. When pulling away from a stoplight, it has a hesitation just off idle. I have to accelerate in increments and allow the engine to "catch up" to the throttle to stop it from backfiring or stalling. This happens at any speed if I hit the gas from a closed throttle position. Once the throttle is open to a certain point, say 2/3 open, the problem disapears.
The car also lacks power at highway speed, especially when in overdrive, as the car slows down noticably and it is often necessary to drop into 3rd gear to even keep up with traffic on the slightest incline.
I checked the trouble codes and got:
1-1-3
2-3-1
2-3-2
I assume that there is a problem with the fuel delivery that would cause the power problems, and have already replaced the fuel filter and pressure regulator.
Could the TPS also cause some of these problems?
