B6304 air filter question S90-V90

Went Saturday to replace the air filter element in my 1997 965. Got the filter box open and the present filter out. There is a foam-rubber-looking elememt seemingly stuck onto the pleat side of the filter element. Since the present pleated element looked almost new, I did not do the job.

Questions:

Is that foam-rubber-looking element to be changed with the pleated filter element?

Is that foam-rubber-looking element supposed to be black?

I am planning to go get a Volvo filter element from my dealer. Anyone got better (cheaper) ideas? I bought a STP brand filter from Auto-Zone, but plan to return it.

There is a device on the engine side of the air filter box that looks like a pre-heat tube should be connected to it. Nothing is there. The car came from Knoxville, TN, where there may be no emission inspections. I live is an EPA "Red Flag" area and they want to see that tube in place. where does the other end connect? What is the route for it? I am very familiar with the 240 set-up, but not with this new-fangled car.
