Door Handle 'Hanging-Up' 200 1991

The Top of the Black frame around the Door Handle is sagging. As the door handle is opened, the top if the handle hits this frame. The handle "hangs-up" on the sagging frame, and doesn't return to position.
Has anyone else seen this? I was thinking of using my Dremel on the frame around the handle to make some clearance, but the problem will probably come back.
Any solutions out there?
