y-valve thingy on a '92 B230FT

Hoping for some clarification.

I am having a hell of a time getting this problem to fix itself. Over the last six months, when I bought the car, I've had two valve cover leaks and each time I top up the oil, I'll get oil all over the valve cover until the dipstick reads 1/4 down. I've been through this with my mechanic numerous times, and finally convincd him to clean the breather box. To no avail. This week I noticed a leak coming from out of my timing belt cover. I don't want it fixed until I solve this re-occuring problem. Yesterday I cleaned the throttle body, replaced the y-valve coming from the breather box and the small hose that goes to the manifold.

My question is, when does the valve direct flow to the manifold and when does it go through the turbo hose? The previous y-valve was pretty gummed up (although not completely) and hopefully changing it will have helped.

Other than that, I'm stumped. To my limited guesstimation, there is a positive pressure pushing oil out of the engine, but I don't know how to solve it. BTW, a previous compression test came back fine and I have replaced the valve cover and oil filler cap.

Any suggestions would be greatly appreciated.
