Water collecting in 245 tailgate... causing rust! 200

I've noticed that when opening the tailgate on my '88 245 after a hard rain, water practically pours from the passenger side bottom corner. The sitting water has caused moderate rust in this area.

Any suggestions on a solution?
Do I need a better seal somewhere...Do I need to drill a drainage hole?
