Suspect is a FPR.. Can the board confirm? 700

Hi Everyone,
About 2 months ago I had an awful no start problem in my 91' 740.
It has not been that bad since. I popped the hood and
noticed gasoline all over the the hose that connects the FPR to the
throttle body. Also, before running the car for awhile I unplugged
the hose to see if there would be an increase in idle speed, there
wasnt. I would definetly say the problem is the FPR. After the car
has been running awhile it does seem the FPR works alittle better (
If I drive a bit and try unplugging the hose, the idle will run
faster). I have in the past recieved stumbling on initial acceleration
but that doesnt happen very often. Because I dont have problems
accelerating usualy, is it possible that the FPR is stuck closed (meaning
no fuel return to the tank) and thus a lot of pressure in the injector rail?
If that is the case, is it possible I am shooting my fuel economy and
damaging my fuel pump? Also (not sure if this is a stupid question but) would
a bad FPR BE a result of a no start condition? I am on a very small budget and would prefer to wait to fix it with more pay checks, but if I am wasting money on gas that would be insentive to get it fixed now.

If anyone has any thoughts on the matter, that would be great.
