Fuel Pressure 38 not 43.5 cause hesitation? 900 1995

I am still trying to figure out the cause of a hesitation/stumble on acceleration (and going up hills) until it reaches about 4,000 RPM. The fuel pressure at the rail is 38 at idle. Bentley says a LH 2.4 should be 43.5. (this 1995 940T has the one pump and the LH system).

Could this cause the problem?
