Fuel pump problems....no prime cycle??? 700 1988

88 745 TIC... Had a stalling episode and later Would not start, I changed both fuel pumps, and it runs now, but when you turn the key 'on', no fuel pumps run. Crank 3-6 revs, both pumps go, it starts and runs fine, I tried a main fuel relay that worked fine in another car the other day, and it was the same. Is this an ignition swithch problem? I substitued my radio supression relay also for no change.
any leads appreciated.
