84 244 runs great only when i jump #5 and #7 on the fuse panel 200

just finished putting in the" new " wiring harness ,but it won't run with out jumping those two terminals,did i hook something up wrong? I thought I was being so careful ,clipping the old wires where ever they hooked up to make sure they matched....any ideas?...Kris
