anyone with a b23f know about the wire under the seat? 200 1984

I have an 84gl with a b23f. Under my passenger's seat is a 4ft long black wire with an end very similer to a coaxial cable tv hookup. My owners manual says it has something to do with setting the fuel to ait mixture. I thought this is what the AMM did. Does anyone have any experience with this wire or know how it works or how to use it?
