no back up lights 200

Failed the VA safety inspection this morning - no back up lights - both sides out. Checked fuses, relaced bulbs (even though they looked fine), swapped out my bulb failure relay with a spare I have: still no lights. Am I down to the reverse light switch on the automatic tranny, or have I missed something else? Appreciate any advice.
