O/D Solenoid & Rubber Boot 200

O/D Solenoid not working on Auto Trans. Applied 12V direct to wire connected to the solenoid and it does not activate. Found that the rubber boot is mostly missing from the top of the solenoid.

Could this cause the solenoid to fail?

Could this allow dirt into transmission or into solenoid?

Is there 12V exposed at the top of solenoid without boot?

Also, is it possible to remove solenoid and clean it, etc. or best just to replace it?
