Possable Overcharging 200

My volt meter is maxed out all the way everytime exepct when it is raining. It started showing this a few of days ago and I now have the time to check it out. It has done this in the past but it only lasted less then a min. I do have a batt. smaller then what is recomended, could that be the cause of it? Also last week, I went over a bump bigger then I thought it was and it blow the fuse that powers the locks, inside lights, etc. and the very bottom fuse (passanger side parking lights, dash lights, etc.). When it blew the door buzzer was on and I couldnt not get the F-ing thing to shut up and I couldnt replace the fuse cause it would keep blowing. The next day the buzzer was not buzzing and I replaced the fuse for the locks but not the lights cause it keeps blowing and it still is. I have check the wiring under the dish and no signs of hot wires or anything that may have cause a short. The tail lights are in good shape and nothing out the usal. Please help me out of this electric nightmare.
