how do you stop that rust that shows up around the back windows in wagons? 200 1984

i was thinking of going in and cleaning it up a bit, spraying on some metal ready, and laying down some POR15. every wagon i've seen around houston seems to have this problem on some level. is there any particular cause/fix for it?
