Front wiper question 200 1990

A bit of an odd question - I assume it's a problem of wear on one of the contacts - but before I go tearing things apart:

On the 1990 models, there is the ability to move the windscreen wiper arm down (without clicking it to the slow setting) and activate the wipers?

I only ask because it did in my '92 244, but in the '90 245 I purchased in April, this function does not work.
