need help troubleshooting fuel gauge 700

1991 745 gas gauge snaps to attention when he ignition key is engaged.. it looks like it is going to work but it doesn't get past about 1/8th tank even when the tank is actually full. Low fuel lamp seems okay. How do I troubleshoot the sending unit & gauge?
