Starting Problem

I own a 1990 volvo 740 GLE. On two occasions I have turned the key to start the car but no action whatsoever. The dashlights light up but the starter does nothing. There is no sounds from the starter at all. I know the battery is good and the starter spins fast when it works. I had the car towed because of this before and when I got it home it started just fine. Any suggestions on where I should start troubleshooting?
