OD solenoid 200 1988

I just bought a new to me 1988 244. The car is in pristine shape. Perfect white paint, perfect interior, exceptionally clean engine bay, 120k miles, automatic transmission…I always wondered what it would be like to drive a new from the showroom 240 and I think this might be as close as I will get. I am very happy with my purchase. However, I do have a slight problem and would like some help tracking down the problem. I feel as though the car is only driving into 3 gears. I can feel the shift from 1-3 but after that I pretty much tap out at 75 mph and what seems like high rpm’s (no tach on this one yet). I know the overdrive relay is working (the dash “arrow” light turns on, and I can hear the click of the relay with the shifter button engaged), but I don’t think the solenoid is actually engaging. With button pressed there is no down shift out of overdrive. I took a look at the solenoid and it looks like its good shape with all the wires plugged in but it’s a little hard to get a great look at it given its position. Does the rubber boot on the solenoid “pop” off to see if I actually have good wires plugged into it? I traced the wire from the shifter and I don’t see any bare wires.
My question is, does this sound like an overdrive solenoid problem? Or is there a more basic fix I am overlooking (FYI the ATF is at perfect level…that’s not the problem)?
