240 rear caliper squeel

I have a squeeling on the right rear brake pads on a 1990 244.

There are teflon shims also Permatex anti-squeel sauce on the pads.

The problem is that when you look in the Volvo repair book, the caliper plunger should be at a certain angle. Well, its not. There is a 'high side' on the bore. How do I turn that bore without the special SVO Volvo tool?? It's pretty stubborn and difficult to get in there.
