Is this a tranny slipping? 1984 240GL 200 1984

Hello,

When I start my volvo up in the morning, and put it into reverse to back out of the driveway, the car will start to move, then it stops and the revs increase for a while, then it catches and moves back again, and this process repeats for a while. I also suspect something similar is happening when in Drive but to a much smaller extent. This doesn't seem to happen if the car is warmed up. Is this a symptom of the transmission slipping, and can I address this by flushing and refilling the ATF fluid? The fluid level seems ok to me but it looks fairly dark.
