Erich,

My original Mechanical Fuel Pump 7 20454 00 0 144
1 266 241 apparently had failed. It would draw Air
as much as Fuel pumping that into the Float Bowl.

It should Draw approximately 5.0"Hg and Output 2.8 psi
or so.

Mine would not hold the Vacuum, suggesting the diaphragm
was torn.

That caused similar problems you describe.
