I agree, if you ever get it open take off the inside cover and
lube the crap out of it. You may have to climb into the back via
the inside and take the panel off from the inside and lube it just
to get it open from what you are describing.

Yes it should open (top and bottom) just by turning the handle.

Hope it gets better for you!

I had to dismantle the tailgate when I put the new lockset
in mine. After you have done that once I guess it is easy
but I still hope I don't have to try and figure that one out
again...ha ha ha!

At least you do have a key and it sounds as if it may even work!
