Anti-theft system not working S90-V90 1996

Hi all,
I have the Volvo electrical green book now and have studied it with great interest. After removing the plastic panels under the dash on the left and right I have seen what I believe is the anti-theft relay - it is red, in the third position on the driver's side from the front, and interestingly held in place by a black pull tie. Question: is there a way to test the relay and is there a source of good used relays out there?
