narrowed down an electrical problem...thoughts? 200 1981

I don't now about the latter models but the starter solenoid used to bypass the coil ballast resistor during cranking and supply full 12 Volts to the coil terminal. Perhaps this function (internal solenoid contacts) is not working and is just disconnecting the ballast resistor only.
