culprits for 113 code 200 1991

checked the O2 sensor voltage to ground with car running and at operating temp. i did see the voltage change up and down .1 to .8 volts. revved engine to 1500 rpm and still saw change, but not the expected 8 'trips' in 10 seconds per the dynamic test. much slower in my case. possibly my volt meter not reading fast enough? took ground screws loose on intake manifold for ECU and Fuel System. cleaned all surfaces and replaced. checked fuel system fuse (inside car), seemed good but replaced anyway. contacts clean. checked injector contacts. measured resistance across terminals for each injector - all same, about 16.1 ohms. checked AMM - terminal 1 to ground is 0 ohms. good. checked terminal 3 voltage with engine running 2.36 volts. good. still getting code 113, occured between each item check. drove to gas station to fill up. engine nice and warm and engine is now idling steady at 1200 rpm. when cold, the engine was hunting. still getting code 113 after about 10 minutes of operation. engine bogs slightly from idle to acceleration. any more thoughts appreciated.
