940 Electrical/ Headlights Issue - Can Not Figure it Out - Relay? Fuses?

OK - I have test lighted everything and its the same as previous except the hi-beams do work if I pull the high beam lever towards me and hold it. If I release they go out and still no regular beams. Bummer, its getting dark out.
