The knock sensor does not require a current to operate as it is a piezoelectric "microphone" that converts mechanical motion/noise into a voltage spike. I suspect the ECU provides a "bias voltage" so that it's input circuitry can appropriately "interpret" the spikes.
The above being said, one possibility is that someone plugged the wrong sensor/part into the wrong harness connector. The temp sensor, cold start injector, and knock sensor use physically identical connectors and are close enough to one another that they could be easily swapped, especially after an intake manifold gasket replacement job.
Check the wire colors to make sure the right connectors are going to the right place.
