hesitates from dead stop S90-V90

I have been having issue for almost a year now. i did replace fuel filter a few weeks ago no change and i checked fuel pressure regulator.

Can this be due to a faulty purge valve? I checked voltage accross terminals and it shows 6-7 volts when car is running idle, should this valve stay open always when car is runnung??? should the voltage be always 12V???

i need to understand how and when valve starts to operate.
please help
