Cold Start Valve question 140-160 1969

Exactly what I thought. I was inquiring for another guy that said he had a 1969 164 and needed a cold start valve. I've owned a '69 164 for over 10 years, a 1970 and '71 before that and knew they had ckokes/Zeniths but never knew anything about a cold start valve. I thought I should ask here and get the facts before I believe my own thirty-years of experience, albeit limited. Thank you.
