No power when the engine is "cold 200 1984

Start with replacing the fuel pressure regulator. Make sure the hose is good and getting vacuum from the throttle port. It may be leaking off rest pressure during extended shut downs. It also will not provide enough fuel pressure to fully provide the fuel quantity needed for enough enrichment under acceleration.
