Right. I assume he meant the crank was ground .020 UNDER, not over. What I'm wondering is, what would cause this to be necessary? Is it an indication of a failure that would cause the engine as a whole to be worthless, or is it just a sign of ordinary wear and tear?

Yes, he's installed hardened valve seats. Yes, there's a parts and build list that documents what was done, but I haven't gotten a copy yet.
