You should loosen the nuts securing the throttle spindle connectors before setting the balance and idle mixture and speed. The carbs should be independent of each other--especially for the balance part (how far each throttle screw is adjusted sets each of the receptacles for the linkage "drive" separate for each carb). Afterwards you can set the linkage visually to center the drive within the receptacle--then tighten the linkage. You'll know each is working in tandem when you blip the throttle and observe both pistons raising simultaneously. Further adjustment can done if needed.
I wouldn't use two synchronizers - the whole point is to get things even. I've used a synchronizer when available---but a piece of vacuum hose and a sensitive ear will accomplish the same thing.
I do not understand what is meant by "jet" linkage--except for the "choke" cable settings.
