Brake lock up! 444-544 1961

I have decided to replace front drums and shoes.On the new set of shoes one has a shorter lining than the other.One shoe has a part "cut off" at the top. I believe this shoe should be fitted at the front. Am I correct. You can see this on the schematic of front brake parts PV544 VP Autoparts on line catalog. Sorry,cant post helpful picture here.
