Now they don't list models older than 200 in their product parts list, http://www.odometergears.com/documentation/product_list.pdf. But they do have 10 tooth gears. And, knowing Volvo, they may not have changed the gear over time.

When I needed a gear for my 242 it was not one they made yet. I sent Jeff the defective gear and he used it to make a mold and sent me the old gear back with an exact duplicate but made from superior material. I suppose the 13 tooth gears they now list are made from that same mold.
I don't know if they will do that for you but you have a pretty accurate description of the needed gear. Perhaps they already have something that will work. You'll never know unless you ask.
