Vermont Titles?

This isn't a post regarding anything mechanical but I do have a problem that maybe someone has some insight on. My 245 V8 conversion (Olds 215 all aluminum motor) is moving right along and I would like to be able to register it all legit (if that's not possible there is a way to fudge it). The car was given to me by a friend who leased it from new (1993) and then bought it in 1998. She continued to keep it registered with her plates (NY) but never applied for the title in her own name. It's way beyond that now. She took the car off the road in the early 2000nds, divorced and both moved to new addresses.
Another friend used to buy old British cars--many without any papers and he would get a title from (I think) Vermont. Is there any Brickboarder out there from Vermont who knows how that goes? My friend Bob has advanced Alzheimer's now and can't be of help. This is all very frustrating. I did contact Volvo Finance (the titled owner) who informed me they dump all the paperwork after 10 years (long ago now). Anyone have some thoughts? -- Dave
