You’ve probably got a loose or corroded connection somewhere. Go through and check all the connections and grounds. Including the headlight switch, all fuses and taillight sockets to body.

And no, the turn signals should not be lit when you haven’t activated them unless they have 2 contacts.

Get some ox-gard at Home Depot to put on all the electrical connections.
