Thank you for the responses. He got back to the car today.
1. The cam is turning.
2. OBD had no stored codes 1-1-1
3. Swapped out the fuel injection relay
4. Removed the coil and cleaned the contacts
5. Tach shows no movement while cranking
6. The cold was getting to him and he was unable to get the RSR off (although I don't think it would be responsible for ignition failure)
7. He reset the ground wires located behind the passenger's headlight
I am sending him a coil/module assembly and a CPS tomorrow. He should have that by Wednesday and hopefully one of those will be the solution.
Still open to other suggestions if you come up with something.
