I'm thinking the voltage regulator is not regulating so well.

Knock (chemically) brother out.....

and do the simple voltmeter check at battery, in charge mode (ie leave lights, accessories on for a bit, then start car and check charge voltage for a while....should not start out over whatever the spec is 14.X Volts...I can't 'member)

Also hire a girl to be next to brother when he wakes up from knock out drops.....he'll think he did something bad.....tell him that it's the bomb car carma....fixing the car will fix the guilt.
