There is a protrusion on the wheel hub at about 10 o'clock and with the wheel dead center, a lever from the ts stalk is positioned on the protrusion. The lever encountering the protrusion is the trigger to shut off the signal. Either there is a performance wheel (like a Momo, with a similar protrusion on the hub) that is incorrectly installed, the lever on the end of the stalk is broken or defective, or the wheel hub is broken. TS stalks are easy to get, and you can pull the wheel with a deep 1 1/16" (27 mm) socket.
