Something is obviously broken there, though I am surprised that it may be the cancelling ring. The one I held looked bulletproof, but then there are always surprises.

Best place for the operation would be at a wrecking yard. That way you have access to the tool and any part that may have broken. No idea about the price, though. I typically paid 5-15 dollars for various bits of plastic in Brisbane. Let's face it, even if it's an outrageous 20, it is still worth doing.

The deep 27 socket is a workshop item that the wrecking yards should have. I pulled up at a service station and borrowed one for the 2 minutes it took to take the nut out, pull the wheel off (mark its position beforehand with liquid paper!!!), reposition the cancelling ring, put the steering wheel back and put the nut back on. I was already prepared by having taken the off stuff from the centre of the steering wheel: grasp edge and pull pad off (hopefully it comes off together with the plastic frame holding the horn contacts), disconnect obvious wire. Do not be daunted by the task.
