It doesn't sound like a relay to me. It sounds like it is starved for fuel at higher rpms or the ignition timing is not advancing. I would check:

Fuel pressure, you may just need a fuel filter.
Intake manifold vacuum (maybe a loose or broken vacuum hose).
If the vacuum is low and there are no leaks, the cam may be one tooth off on the timing belt.
Timing advance upon acceleration.(vacuum line to ignition module).
