New valve stem oil seals are nowhere near $1 grand. All you need do is remove the valve cover and work on them without pulling the head. A 1989 Volvo is almost new if cared for: it should, with good maintenance, go many miles. Find a good independent volvo mechanic who can do this without hosing you.
