Like anything else, it is probably dependent on the manager and the staff. If they're good like that, they probably have a rock star manager and some really good people on staff. Plus like most stores, managers can pay more if the people are good, and they can afford to pay more because the business is stronger and they have more repeat customers (plus a lot of people have two or three cars, or more). Word gets around, etc.
The weird thing is, for a discount chain, they might be twice as good (and knowledgeable) as the local tire specialty places that have high turnover and iffy management. As usual, the name on the store has little to do with the service you get when you walk inside.
