Weird.

But I'm ignorant of power windows pre-89.

Did they always work this way. Is it like the child safety door locks? Do the front windows operate with the key off? No, you said "put on before this problem", so this just cropped up.

If it is wired like 85- (earliest diagram I have) it looks impossible to use the windows unless the key is on, save welded contacts on the relay or a revised wiring somewhere.

As I'm no help, I hope you post when you figure it out.
