Must be FI to be making a sound like that in the tank. Sounds like the boost pump in the tank is giving out. That can cause intermittent fuel starvation. When you replace it make sure and check the hose that the tank pump is attached to- cracks in that can cause all kinds of annoyance, including reentry into the tank to replace. To verify, make sure noise is happening and then pull the fuse for the tank pump, which is separate from the main. If the noise goes away, confirmation.
