The first relay motion provides electricity to the fuel pump regardless of crankshaft activity for a limited time in order to get system pressure up for starting. The second relay contact keeps things going as long as the crankshaft is turning. I've heard that the problem you're experiencing can be caused by a failed checkvalve back at the fuel pump. My '90 does the same thing, one of these times I should get around to fixing it. Oddly mine does not require two separate crank attempts, and starts after perhaps 2-3 seconds.
