Working on fuel delivery, I think they are getting closer. They should be able to check the pressure at the fuel rail in five minutes, but the checks Bob recommends you can do yourself. Though not a 1990, the first Volvo repair I had to do was replace the fuel pressure regulator for being stuck in the high-pressure mode (too rich). I took the broken regulator apart to find the spring was no longer in place.
Worse, the vacuum diaphragm can rip and allow gas to be sucked into the manifold through the vacuum line. Does your oil level increase sometimes?
