What you need depends on your location. If you live in a warm client where snow is uncommon then just pick up a set of Dunlop Sport A2s. It's a GREAT tire that has received stellar reviews from just about every source available. Additionally, they retail for about $75, meaning you get a tire that performs better than a comparable $125 tire. I have a set and have been blown away by the performance. Smooth, quiet, good grip, and a GREAT rain tire.
If you have snow to deal with then you need to suck it up and buy snows for the winter. The bricks are known to be horrible in the snow, and you'll need all the help you can get. Your safety and life is worth more than a couple hundred bucks. I recommend Nokian Hakkapelita Qs. They're a little pricey ($109 for 195, $99 for 185), but they are worth every penny (and are still cheaper than a lot off other snow tires).
