stuck lock 700

The lock cylinder is iced up. You can prevent this through regular lubrication with a good lube such as Valvoline Synpower Spray or CRC. WD40 does not count. In the meantime, you can try the lock de-icer routine, but only when it warms up enough to melt the ice.
