Can someone tell me what is this thing that is not connected to anything?

That is used to set the fine set the idle and mixture using a meter. From that you can pick up accurate RPMs. Since it is hooked into the ECU and O2 sensor, leave it alone, unless you get a good OEM manual from Volvo to play with. It rarely needs doing.
